There are 8 lecturers working at the department, 4 of whom have the degree of Doctor of Laws (O.I. Mykolenko, A.V. Smitiukh, O.V. Garan), 4 lecturers have the degree of Candidate of Law (M.A. Balamush, P.P. Bilyk, N.V. Dobrovolska, N.V. Ilieva,), 2 - without a scientific degree (M.I. Lazareva).

A significant contribution to ensuring the coordinated work of the department is made by support staff - senior laboratory assistant Y.V. Skliarenko and laboratory assistant H.F. Hrabova.

Lecturers of the department actively participate in scientific, scientific-organizational and educational-methodical work. Special attention is paid to work with students. In particular, the department has two student research groups - on administrative, commercial and financial law (head: Associate Professor N.V. Dobrovolska) and «Notary of Ukraine» (head: Associate Professor N.V. Ilieva).

During the whole period of its existence, the department trained highly qualified personnel through postgraduate studies in the following specialties: 12.00.07 administrative law and process; financial law, information law, 12.00.04 commercial law; commercial procedural law. Now the training of highly qualified personnel at the department is carried out in accordance with the requirements of current legislation of Ukraine.

Since the founding of the department and still, lecturers of the department work in the scientific field very fruitfully, which resulted is, firstly, numerous defenses of Doctoral and Candidate's theses by lecturers and graduate students, and secondly, scientific achievements in the form of monographs, scientific articles, textbooks and textbooks on administrative, tax, customs, migration, commercial, corporate law and administrative and commercial process.

Lecturers of the department continue good traditions:

  • Odesa Scientific School of Administrative Law and Procedure, represented by the names of such well-known scholars in the field of administrative law as A.S. Vasyliev, E. Dodin, I.M. Pakhomov etc.;
  • Odesa Scientific School of Commercial Law and Process, which was founded and represented in the famous scientist of Odesa I.I. Mechnicov National University, N.A. Abramov.

Since the establishment of the department and until now, its lecturers carry out research in the framework of planned research topics. In addition, they participate in interesting research projects. For example, the staff of the department took part in the development of the first in Ukraine scientific and practical commentary to the Code of Administrative Offenses of Ukraine (edited by Academician A.S. Vasyliev), which was periodically republished from 1998 to 2010. O.I. Mykolenko is a member of the author's team of scientific and practical commentary on the Code of Administrative Procedure of Ukraine (2009, 2016) and the Code on Administrative Offenses of Ukraine (2020). O.V. Garan, O.I. Mykolenko and А.V. Smitiukh are members of author's textbooks and manuals on commercial law, corporate law and disciplinary-tort law of Ukraine.

The Department of Criminal Law, Criminal Trial and Criminalistics provides direct teaching of educational disciplines of the criminal-law cycle at the Faculty of Economics and Law.

The origins of the department go back to 1865, when the Novorossiysk Imperial University was established (1865) on the basis of the Richelieu Lyceum in Odessa (1817-1865 pp.). The leading place in the structure of the newly established university was occupied by the Department of Criminal Law and Practical Justice, whose students were such famous scientists of that period as A.M. Bohdanovskyi and A.A. Piontkovsky.

Currently, the Department of Criminal Law, Criminal Procedure and Forensics is an advanced and perfect "mechanism" in the effective functioning of both the Economic and Law Faculty and the Odessa National University as a whole. The key to this is the high quality of training of the department's teaching staff and their active activity in the educational, research and expert-consultative spheres of the department's life. Training of students in specialized and fundamental disciplines is carried out, as a rule, according to textbooks and teaching aids prepared by teachers of our department.

The department is always in the fairway of the world development of criminal law science, offering students a real opportunity to "immerse" in the solution of the most relevant and acute problems of modern criminal jurisprudence. The staff of the department conducts colossal work with students, graduate students and applicants, imparting their experience, knowledge and skills to them. And it is not surprising that many pupils of the department become winners of Olympiads and competitions of the city and all-Ukrainian level. The department preserves its traditions, preserves the continuity of generations and is always open to talented young people.

Research

Department has been working on three general research areas
From the moment of its foundation  the Department  has constantly conducted productive research work, including joint research with other educational and research institutions of Ukraine and foreign countries. Currently there has been under development the research area № 125100-20 “ Scientific Base for Investigation, Qualification and Prevention of Crimes ( the register number 0106U008401). Besides the Department has worked on issues in the  fields of: history of criminal law of Ukraine; juvenile crime; economic crimes; organized crimes; international crimes; crimes in the field of medicine; international and foreign criminal law; crimes committed by military servants, etc.
As a result of their research professors and teachers of the Department publish individual and collective monographs, textbooks, commentaries for legislation, courses of lectures, manuals, etc.

Since its establishment, the department has constantly carried out productive research work, including joint work with other educational and scientific institutions of Ukraine and foreign countries. Currently, the research direction "Research of the mechanism of criminal legal protection of the person, society and the state against criminal offenses" is being developed. In addition, the department works on issues in the fields of: history of criminal law of Ukraine; juvenile delinquency; economic crimes; organized crime; international crimes; crimes in the field of national security; international and foreign criminal law, etc.

Based on the results of their scientific research, professors and teachers of the department publish individual and collective monographs, textbooks, commentaries on legislation, lecture courses, training manuals, etc.

    The Department of General Legal Disciplines and International Law has been functioning at the Faculty of Economics and Law since November 1997 - from the very its foundation. It is a Department that opens doors to students of the specialty "Law".

    Over the years a well-coordinated work of the Department has significantly contributed to the development of domestic legal science and the Ukrainian statehood. To a large extent, this has become possible due to the professionalism and competence of the teaching staff of the Department, close interaction with government agencies and private organizations, academic links with fellow scientists from Ukraine and abroad.

    In our difficult time the importance of legal science, ensuring the sovereignty of Ukraine, human rights and freedoms; comprehensive development of the national legal system of Ukraine, its interaction with foreign national legal systems and the international legal system is growing. Legal education in modern conditions requires reformation of the educational process, the active employment  of effective, innovative teaching tools and methods, a combination of theoretical knowledge and practical skills and abilities to apply them. The implementation of these tasks underlies educational work with students and their active involvement in research and practical work both individually and as a team.

The Department of General Law Disciplines and International Law has been functioning at Odessa I.I. Mechnikov National University since the foundation of the Faculty of Economics and Law (Order of the Ministry of Education and Science of Ukraine №403 of November 12, 1997). The first head of the department was Candidate of Historical Sciences, Associate Professor O. I Dombrovskyi. Since October 23, 1998 the department had been headed by Doctor Habil. in Philosophy, Candidate of Legal Sciences, Professor, Honored Worker of Science and Technology of Ukraine Plavych V.P.  From October 27, 2020 the department is headed by Doctor Habil. in Law, Associate Professor, Honored Worker of Education of Ukraine Streltsova Ye. J.

Legal traininf is being carried out within the educational levels: first (bachelor's), second (master's) and third (educational-scientific). Throughout the period of its functionning the Department has trained highly qualified personnel through postgraduate studies in scientific specialties: 12.00.01 - theory and history of state and law; history of political and legal doctrines; 12.00.11 - international law. Currently, the training of highly qualified personnel is being carried out in accordance with the requirements of current legislation of Ukraine.

 Scientific and educational work

The academic and teaching stuff of the Department has currently been conducting research within the framework of the common academic theme No. 309 “National Legal System of Ukraine: Current State, Trends and Directions for the Development”, approved by the Order of Odessa I.I. Mechnikov National University (No. 1304-18 dated 07/16/21; the state registration number 0121U112814; a supervisor – the head of the Department Ye. J. Streltsova).  

The implementation of the scientific theme is being carried out through: the work on doctoral and post-doctoral dissertations; the publication of articles for professional journals and contributions to collections of works; the participation in scientific and practical conferences; the provision of expertise and consultations when requested; the supervision of students’ academic activity, etc.

The Department has constantly been involved in Ukrainian and international academic and scholarly events, acting as an organizer and co-organizer of scientific conferences and round tables. For example, together with the Department of Theory of State and Law of the V. M. Koretsky Institute of the National Academy of Sciences of Ukraine the Department organized a round table meeting “Convergence of National Legal Systems and Their Interaction with International Law”. As the event’s outcome a collection of works came out (2012). The Department organized, jointly with the Odessa State Academy of Construction and Architecture, the National Union of Journalists of Ukraine, the international scientific and practical conference “Innovations in Education: Essence, Problems, Prospects”.  Based on the results of the conference, a collection of the conference papers was published (October 2019). Members of the Department have actively been participating in the annual conferences of the academic and teaching staff of Odessa I.I. Mechnikov National University through the work of a separate section on the problems of theory, history of state and law and international law.

One of the directions of the Department’s scientific activity deals with the provision of scientific advice and expertise. Ass. Prof. Streltsova Ye. J. prepared expert opinions at the request of the Ministry of Justice of Ukraine regarding the advisability of Ukraine joining the conventions adopted within the framework of the Hague Conference on Private International Law (2018, 2019); a scientific and expert opinion on the draft Law of Ukraine “On the Law-Making Activity” (registration No. 5707) (2021) on the request of the Verkhovna Rada (Parliament) of Ukraine was prepared jointly by Prof. Streltsova Ye. J. and Senior Lecturer Prytchenko R.S.

The Department has, over the past years, prepared a number of collective and individual monographs, as well as teaching manuals and aids.

Scientific and practical work of students

The scientific and practical work of students includes their involvement in the research work within the framework of the Department’s scientific theme through the participation in international and national Ukrainian scientific and practical student conferences; the preparation of papers and articles for professional journals and collections of conference materials, as well as master's theses; the supervision of scholarly works for participation in the Ukrainian competition of student scientific works.

In this regard it worth highlighting the work of Nihreieva O.O. who has repeatedly supervised students participating in the Ukrainian competitions of student scientific works on International Law, as well as the activity of Hryn O. D. and Donchenko O. I. as members of the Working Group of the All-Ukrainian Student Olympiad in the specialty “Law”.

The Department offers opportunities for students to develop their research and study skills in professional legal English through writing conference papers, making presentations, the participation in competitions etc. Under Streltsova’s Y. J. supervision a student team of the Faculty of Economics and Law of the Mechnikov University won the contest “English Language and Legal Career” organized for law students of the Odessa city universities (2016). Since 2019 a Scientific Student Society on Topical Problems of International Public and International Private Law has on a regular basis been functioning within the Department. The working language is English; Streltsova Y. J. and Nihreieva O. O. co-lead the Society.   

International cooperation

The academic and teaching staff of the Department has actively been participating in international projects, scholarly and educational internships abroad.

Streltsova Y. J. was a participant in the Comprehensive Training Program for Law Teachers “Methods for Teaching Law”, organized by the American Bar Association “Rule of Law Initiative” and the USAID (Kyiv, 2007). She also took part in training on the transformation of higher education in Ukraine in the light of the Bologna Process, conducted by representatives of the European Higher Education Agencies (Novy Sącz, Poland, 2007).

Nihreieva O. O. took part in the international project ERASMUS “562013-EPP-1-2015-1-PL-EPPKA2-CBHE-SP-QUAERE-QUALITY ASSURANCE SYSTEM IN UKRAINE: DEVELOPMENT ON THE BASE OF ENQA STANDARDS AND GUIDELINES” (2015).

International cooperation is also being carried out through participation of students in international contests, mock-trials etc. For example, Streltsova Y. J. coached a student team of the Faculty of Economics and Law of the Mechnikov University, which participated in the innovative international project of educational and professional training in the field of international commercial arbitration “Mock arbitration on-line”, organized by the Aristotle University (Thessaloniki, Greece), with the participation of representatives of three European universities (2014 - 2016).

Streltsova Y. J. took part in the training “Academic Teaching Excellence as the Medium of Instruction” within the framework of the British Council project in Ukraine “English for Universities” (English for Universities Project), upon the accomplishments of which she was awarded a certificate confirming her ability to teach special disciplines in English. As part of the American Councils project “Promoting Academic Integrity in Ukraine”, Streltsova Y. J. took part in the training “Tools for Achieving Academic Integrity” (Academic Writing Tools for Integrity), Odessa, 2017, with an obtainment of a certificate; she was also a participant in the international training “Information and Communication Technology (ICT) and Internationalization of Higher Education” (“Information and Communication Technologies and the Internationalization of Higher Education”), organized by the New Horizons of Internationalization project (Swedish Institute) (Odessa, 2019, with an obtainment of a certificate). Streltsova Y. J. has twice completed an internship at the Research Institute of the Max Planck Society (Max-Planck-Institut zur Erforschung von Kriminalität, Sicherheit und Recht, Freiburg) (Freiburg, Germany, 2015, 2017).

Nihreieva O. O. completed an internship program at the University of Foggia (Italy) as part of the international project ERASMUS + KA107 Program (2019). Nihreieva O. O. took part as a speaker in the webinar “Section of International Economic Law of the Italian Association of International Law” (“The SIDI DIEcon Interest Group”). Her presentation topic was “Resolution of International Arbitrations on EU-Ukraine Disputes” (April 23, 2021).

Streltsova Y. J. took part as a lecturer in the International Internship Program “Legal Systems of Modernity: Traditions and Transitions” for teachers and doctoral students of the Higher School of Law of the Caspian University (Republic of Kazakhstan) (July 17 - 25, 2021, Odessa) and also made a presentation at the International Scientific and Practical Conference “Civil Law in the Era of Transformation of Public Relations” (Almaty, Kazakhstan) (September 30 - October 1, 2021).

Department of Management and Innovation

The Department of Management and Innovation (until 2018 - Economics and Management) was established in January 1998 to train specialists at the Faculty of Economics and Law in educational and qualification levels "bachelor", "specialist" and "master" in the direction of "Management".

The head of the Department of Management and Innovation is Doctor of Economics, Professor Eduard Kuznetsov, who in 1989 defended his Ph.D. thesis in the specialty 08.00.01 - "Political Economy" and received the degree of Candidate of Economic Sciences. In 1991 he was awarded the academic title of Associate Professor in the Department of Foundations of Economic Theory. In 2015 he defended his doctoral dissertation in the specialty 08.00.03 - "Economics and management of the national economy" and in the same year received the title of professor at the Department of Economics and Management. The sphere of his scientific interests covers the problems of formation and development of a professional management system. Has more than 100 scientific papers, including those abroad.

The department employs 14 teachers, of whom 5 have the scientific degree of Doctor of Economics (Kuznetsov E., Maslennikov E., Nenno I., Radchenko A., Borshch V.), 10 have a scientific degree. degree of candidate of economic sciences (Mazur O., Orlova N., Rakevich S., Rudinskaya O., Stolbunenko N., Yakovlev A., Tserkovna A., Pavlovich V., Ivashko L.).

A significant contribution to ensuring the coordinated work of the department is made by educational support personnel - senior laboratory assistant G. Dvornikova, senior laboratory assistant L. Svatanenko.

All scientific and pedagogical workers are specialists in the relevant scientific and pedagogical specialties, which is confirmed by diplomas of education, academic degree, academic title or experience of many years of practical work at the university and higher educational institutions. Teachers are actively involved in scientific, scientific-organizational and educational-methodical work. Particular attention is paid to work with students and international cooperation.

At the Department of Economics and Management, postgraduate students are trained under the PhD program for doctors of philosophy and doctors of science in the specialty "073 Management". In December 2020, the defense of a dissertation for the degree of Doctor of Philosophy took place. "The mechanism of functional training of management personnel in Ukraine."

Over the past 5 years, the teachers of the Department of Management and Innovation have prepared more than 15 textbooks with the stamp of the Ministry of Education and Science of Ukraine, the most famous of which are the works of prof. Kuznetsova E.A., prof. Maslennikova EI, prof .. Nenno I., Assoc. Mazur A.

Since 2012, the teachers of the department have published more than 20 monographs, the main of which are the works of such scientists as prof. Kuznetsov E., prof. Maslennikov E., Ph.D., Assoc. Rakevich S., Doctor of Economics, prof. Nenno I. The most famous scientific monograph of the department is “Actual problems of economics and management: theory, innovation and modern practice. Its main goal is to find ways to develop the research potential of the university in the field of economics and management.

The teachers of the department actively publish the results of their research work in the collection of scientific papers of the Faculty of Economics and Law "Market Economy: Modern Theory and Practice of Management", which is a professional publication on economics and management (rinek).

The department annually holds the International Scientific and Practical Conference "Strategy of professional training of managerial personnel in Ukraine", in which scientists from different countries of the world take part.

Scientific and methodological seminars on topical issues of economics and management are held monthly at the department.

Work with students

Students of the specialty "Management" constantly receive prizes in the International student competition of advertising and PR-projects "Golden Compass". And participation in the projects “Leadership Center of ONU named after I.I. Mechnikov ”and the international non-profit organization“ Enactus ”helps students to better reveal their managerial potential and use the knowledge gained in practice. The Department has organized the Intellectual Club "Management of the XXI century", which examines the latest development processes of a professional management system, conducts professional communication with well-known business representatives. Students and graduates of the specialty "management" take an active part in the work of the intellectual club.

The international cooperation

An important factor in the work of the department is the development of a system of international cooperation. Since 2007, the department is a partner of the TEMPUS project "Seminars on the implementation of practical approaches in the transformation of the higher education system in Ukraine" (project TEMPUS-WIPATH_SCM-T015B05-2005, University of Seville., Seville, Spain), project coordinator - head. The department productively cooperates with WSB-NLU (Graduate School of Business of the National Louis University, Novy Sonch, Poland) on the exchange of teachers. Also, students are exchanged and a joint web-portal is organized to expand Ukrainian-Polish relations in the field of business, culture, education.

Within the framework of the project "Universities for Innovation - UNI4INNO" (2010-2013) Teachers of the department, Doctor of Economics, prof. Kuznetsov E. and Doctor of Economics, prof. Nenno I. had an internship, participated in seminars and conferences at the University of Alicante (Alicante, Spain) and Chalmers University of Technology (Gothenburg, Sweden).

In July 2011, with the support of the TEMPUS program "Universities for Innovation", the Center "Innovation Office" was created. The aim of the Center is to effectively use intellectual potential and promote the development of a civilized system of commercialization of intellectual property objects.

The department is a member of the Education for Leadership, Intelligence and Talent Encouraging (ELITE) project of the TEMPUS program (2014-2017), the purpose of which is to strengthen the role of Ukrainian universities in the implementation of the state policy of human resource development (HRD) as generators of social progress by implementation of services for the development of leadership and organizational capacity (L & OD). Within the framework of the project, the teachers of the department underwent an internship and participated in seminars and trainings of the Estonian Business School (Tallinn, Estonia) (prof. V. Borshch).

OTP "Management" was founded in close partnership with the international program ERASMUS +, because directly the Department of Management and Innovation and members of the project team, for 12 years in a row, have been receiving grants and are coordinators of ERASMUS + projects at Odessa National University. I.I. Mechnikov: "Strengthening the role of ZVO in promoting the transformation of industry in the context of the Industry 4.0 paradigm in Georgia and Ukraine" at the Odessa National University. I. Mechnikov (2012 - 2014)

The strategic achievements of the UNI4INNO project were the implementation of structural and organizational reforms in Ukraine, the improvement of the managerial and administrative abilities of universities, the development of an innovative culture of employees and students, relevant authorities and the private sector (innocentre).

And to the present, there is the establishment and maintenance of communications between inventors and researchers with investors, technology parks; network work with the Ukrainian and International technology transfer network; (for a consortium of ten universities in Spain, Sweden, Italy, Austria, Ukraine), creation of reports and the website of the Innovation Center, preparation of reports and writing analytical articles. As a result of the project, scientific and pedagogical cooperation was started and the discipline "Modern development of university technoparks" is presented. The course developer had an internship at the technology transfer office of the University of Alicante.

In 2019 prof. Nenno I.M. won the competition of the ERASMUS + program, completed an internship at the Department of Enterprise Economics at the University of Foggia, Italy, and taught the course "Risk Management in Insurance" with a duration of 16 lecture hours ("Risk Management in Insurance"), after which she won the competition for the vacant position of Guest Professor at the Department of Economics University of Foggia Italy. Together with the Guarantor of the "Management" program (level) PhD prof. After participating in international scientific conferences, methodological seminars, in particular, within the framework of the HEIn4.0 project "Strengthening the role of HEIs in the industrial transformation towards the Industry 4.0 paradigm in Georgia and Ukraine (HEIn4) ERASMUS +), the educational and educational-scientific programs are being revised. In addition to the above opportunities of ERASMUS + for continuing education at the University of Foggia, such an opportunity exists thanks to the current international technical assistance project "Strengthening the role of ZVO in promoting industry transformation in the context of Industry 4.0 paradigm in Georgia and Ukraine" (HEIn4) "www.hein4.net. In particular, trainings “Education Industry 4.0 in the Festo LX online learning system” were held for teachers and job seekers (23 people).
